The Wasteland Merchant is part of a random encounter in Fallout 3. The merchant had come across the Oasis and took part in the ceremony held by the Treeminders where he had to drink a sap to cleanse him from the wasteland's effect. It appears his mind didn't react very well to the sap.
When you talk to him he seems a little out of his mind, he talks about "The Great One" bringing life back to the wastes. After you finsih talking he will drop dead, you can loot his body to find the Wasteland Merchant Note which will mark the Oasis location on your map. You can also find a Roving Trader Outfit and Roving Trader Hat on his body.
