Walter is the mechanic in Megaton and cares for the pump station. When you meet him the first time, he wants you to fix 3 leaks at the pipes inside Megaton so that the water pump works again. (This could be a reference to Fallout 1, where you have to exit the vault, because the water pump doesn't work)
When you fixed the leaks, you can always sell him you Scrap Metal for good caps and good karma .
