Tobar is a new character added in Fallout 3's fourth DLC pack; Point Lookout. He is the ferryman for the Duchess Gambit and can first be found at the Riverboat Landing. He will charge you 300 Caps (with 100 Barter skill) to ride the Duchess Gambit to Point Lookout.
When you return to Tobar after completing the main quest, you'll find out that it was him who took a chunk of your brain during the Walking with Spirits quest in exchange for Punga Fruits. Nadine will lock him in the engine room of the Duchess Gambit until you arrive. At first he'll try to talk his way out of it, but then he accepts his fate and turns hostile.
