Ted Strayer is a resident of Rivet City in Fallout 3. Ted has no real purpose or job in Rivet City, he's just living off the money his father Jeff Strayer earned as a mercenary for Allistair Tenpenny. When Jeff died, Ted was also given a special key that the Lone Wanderer will need in order to gain access to Fort Constantine. You can pay Ted 25 caps for the key, bully him into giving it up (if you have +6 Strength) or just kill him and loot his body.
If Ted is still alive when you do the unmarked quest Suicide Watch, you can convince Mister Lopez to not end his life by telling him that Ted needs someone to guide him.
