The Sniper Rifle is a Small Guns weapon in Fallout 3. For higher damage this weapon is best used from long range without V.A.T.S. as manual aiming will improve your chances of hitting your target. Your chances of getting one hit kills will improve if you're crouching as you will get the Sneak bonus.
Some of the quickest and easiest ways of obtaining Sniper Rifle include starting the You Gotta Shoot 'Em in the Head quest in Underworld, Mister Crowley will give you one to help complete the quest. Another spot is in the hollowed out rock by Megaton it comes with a message about a hit and about 20 shots. You can also get one from Allistair Tenpenny's body at Tenpenny Tower and from Arkansas at the Minefield.
There are 2 other variations of the Sniper Rifle, they are the Victory Rifle and the Reservist's Rifle.
