Roy Phillips is the leader of a group of Ghouls living in Warrington Station. He wants to be allowed access to Tenpenny Tower and become a resident.

If the player speaks with Gustavo, he can start the Tenpenny Tower quest. Gustavo wants you to kill Roy Phillips and his followers. When the player reaches Phillips he can either kill him, and be rewards by Gustavo or help him launch an attack on the Tower, using feral Ghouls.

If the player helps Roy take over the Tower, Phillips becomes the owner and rewards the player with the Ghoul Mask.
