The Rapid-Torch Flamer is a unique variation of the Flamer that was added with the Broken Steel DLC in Fallout 3. Like the name suggests, instead of waiting for the Flamer to power up when holding down the fire button, the weapon shoots out flame without delay. It deals the same amount of damage as the regular Flamer.
It can be found at the Adams Air Force Base, near the Enclave Mobile Base Crawler.
