Elder Lyons is the captain of the Capital Wasteland's Brotherhood of Steel who resides in the Citadel. His daughter Sarah Lyons is the leader of a elite Brotherhood of Steel unit called the Lyon's Pride Platoon.
When the Brotherhood of Steel were sent to the East Coast their primary goal was to acquire any advanced technology in Washinton DC, however Owyn seemed more intent on protecting the innocent people of the Capital Wasteland. While many people applauded Elder Lyons actions, there were others who believed he was abandoning the Brotherhood's main objective. Those who disagreed with Owyn left the Brotherhood and were brandished as Brotherhood Outcasts. They are considered neither a threat nor an enemy of the Brotherhood, they have their own base in Fort Independence and continue with the Brotherhood's original objective of finding advanced technology.
The Lone Wanderer will need permission from Elder Lyons for both Power Armor training and to trade supplies with the Brotherhood.
