Milo, Shipping Foreman is a Mister Handy robot found in the Factory Floor of the Nuka-Cola Plant. He has a key on him that can unlock the R&D Safe on the Research and Development level of the Plant, you can get the key via a Speech check, having the Robotics Expert perk or by killing him and looting his body. Inside the safe you'll find a Shipping Manifest which will help you discover Nuka-Cola Quantums during The Nuka-Cola Challenge. There's also a Nuka-Cola Clear Formula found within the safe. This will lead you to the Finding the Formula quest.
