Micky is one of the three water beggars in Fallout 3, he can be found outside the main gate of Megaton. Micky will ask if you have any Purified Water, giving him water will result in Good Karma, this can be repeated as many times as you like. If you tell Micky to go find his own water, he will die 24 hours later.
Even though Micky doesn't live in Megaton, the town will sometimes turn hostile if you murder him. Stockholm will start shooting you with his Sniper Rifle from the ledge above the main gate and upon entering the town you may be attacked by everyone.
