Robert Joseph MacCready is the foul-mouthed mayor of the Little Lamplight in Fallout 3. He came to power 3 years ago, after Princess declared herself mayor and wanted to change the role from Mayor to Princess. MacCready then punched her in the nose and took over.
When you first enter Little Lamplight you'll be stopped at the gate by MacCready, in order to get passed him you'll have to either pass a Speech check, have the Child at Heart perk or complete the Rescue from Paradise quest.
If you wish to take the Murder Pass route to Vault 87 you'll have to talk to MacCready first. He will lead you to the back of the caves and open the gate.
