Lucky Harith is one of the four Caravan Merchants in Fallout 3. He travels to various settlements in the Capital Wasteland selling Weapons and Ammunition. He's considered one of the best sources for ammo in the game.
If you invest 700 Caps in his inventory through the Merchant Empire quest his Repair skill will rise to 70 and he'll give you a Mini Nuke to thank you.
