I Want to Drink Your Blood is a side-quest that the player is given access to after completing the Blood Ties quest.

After the player completes the Blood Ties questline, Vance will agree to pay you 15 caps for every Blood Pack that you bring him. To sell the Blood Packs, simply have them in your inventory when speaking with him. A new dialogue option will appear, enabling you to "donate" the Blood Packs.
The player is not awarded with experience or Karma for doing this.
