The .32 Hunting Rifle is a Small Guns weapon in Fallout 3. It's one of the most common weapons you'll come across early in the game, often found on Super Mutants and Raiders. It has the 3rd best zoom on the game following the Sniper Rifle and the Scoped .44 Magnum, it also requires loading each round making it a better weapon at long range.
There's a unique Hunting Rifle called Ol' Painless that can be found in the Republic of Dave.
