Grouse is the first person you'll meet as you reach Paradise Falls, he's a slaver that guards the main gate. You can gain entrance to Paradise Falls by bribing Grouse with 500 Caps or you can get in for free by having Bad Karma or doing a quest offered by Grouse called Strictly Business. If you accept the quest Grouse will give you the Mesmetron, a Slave Collar and list of people to enslave.
