The Germantown Police HQ is located in the center of the Capital Wasteland, it's to the east of Paradise Falls. It's a half-destroyed Police Station that has been over-run by Super Mutants. The Mutants are constantly raiding the nearby settlement of Big Town and kidnapping the locals. During the Big Trouble in Big Town quest, you'll have to travel to Germantown and rescue two Big Town residents called Red and Shorty. The place is crawling with Mutants, Brutes and Masters, there's also Frag Mines planted all over the floors.
You can find a copy of the Lying, Congressional Style skill book in the Debriefing Room. There's also a copy of the Tumblers Today skill book and a Fat Man in the locked storage room within the basement.
