The Gauss Rifle is a Small Guns weapon in Fallout 3. It's added to the game when you download the first DLC Pack, Operation: Anchorage, after completing the simulation it can be found in the VSS Armory at the Outcast's Outpost. It's the most powerful rifle in the game and will instantly knock down anyone after a critical hit.
There's only one Gauss Rifle in the game and there's no other weapon to Repair it with. The only way to repair it is through NPC's with repairing abilities. The best NPC for this is Crazy Wolfgang, if you invest in his inventory he can repair weapons up to 85% condition.
