Dukov's Place is on the outskirts of Washington DC, just north of the Lincoln Memorial. Inside you'll find a drunk Russian called Dukov and two women called Cherry and Fantasia. These two women provide their 'services' to Dukov in exchange for safety, protection and an endless amount of alcohol. Dukov has a special key on him that is required for the You Gotta Shoot 'Em in the Head quest. You can get it by pick-pocketing him or by killing him and looting his corpse. If you choose to kill him, an unmarked quest becomes available, which involves escorting Cherry to Rivet City.
