Downtown is a location within The Pitt, it's a run-down area populated by the slaves of The Pitt. It's where the Unsafe Working Conditions quest will take place until you gain entrance to Uptown. It's also home to one of the main quest characters, Midea, who is considered a leader by the slaves and an unmarked quest character Milly, who asks you to find a friend of hers called Wild Bill who never returned from a trip to the Steel Yard.
