Doc Hoff is one of the four Caravan Merchants in Fallout 3. He travels through various settlements in the Capital Wasteland selling Food, Drugs and Medicine. You can also buy a Nuka Grenade Schematics from him for around 800 Caps (the exact cost will depend on your Barter skill).
If you invest 700 Caps in his inventory through the Merchant Empire quest his Repair skill will rise to 65 and he'll give you around 6 Stimpaks to thank you.
