Defender Sibley is an Outcast found within the Outcast's Outpost. When the player opens the armory within the Outpost, Sibley and his men will rebel against Protector McGraw as they feel you aren't deserving of anything found within the armory. He will proceed to kill McGraw and Specialist Olin if the player doesn't intervene.
