Crazy Wolfgang is one of the four Caravan Merchants in Fallout 3. He specializes in selling random junk from around the Capital Wasteland. Most of his stuff can be used to create Schematics or as Rock-It Launcher Ammo. You can also buy a Rock-It Laucher Schematics from him for around 800 Caps (the exact cost will depend on your Barter skill).
The best thing about Crazy Wolfgang is his repair skill. If you invest 700 Caps in his inventory through the Merchant Empire quest his repair skill will rise to 75 which is the highest in the game. This can be very handy for things like the Gauss Rifle which can't be repaired in any other way.
