Council Seat is an unmarked quest in Fallout 3 that is started by talking to Bannon in the Rivet City Market District. Bannon is worried that Seagrave Holmes is trying to take his council seat so asks you to find some dirt on Seagrave. Go to Seagrave's Room in the Mid Ship Deck. Search around inside and you should find the holotape Seagrave's Incriminating Letter in the footlocker next to the bed. Listen to it and you'll discover that he's been talking to the slaver Eulogy Jones.

Now you can either talk to Bannon or Seagrave. Bannon will tell you to give the holotape to Lana Danvers. Seagrave claims that he isn't working for the slaver and will also tell you to talk to Lana, reporting Bannon for blackmail. Lana can be found in the third level of the tower. If you side with Bannon then you'll be rewarded with the Schematics for the Deathclaw Gauntlet and a 10% discount at Potomac Attire. Seagrave rewards you with a 10% discount at Rivet City Supply.
