Caleb Smith is a resident of the Temple of the Union, a safe Haven for escaped slaves. If the player helps the slaves take over the Lincoln Memorial, he will be found there instead.
Caleb is a stonemason/builder for the slaves. During the Head of State quest, he asks you to find a picture of the Lincoln Memorial so he can re=attach the head of the statue.
