Bill Seward is a resident of the Temple of the Union. If the player helps the slaves take over the Lincoln Memorial, he will reside there instead.

The player can learn that Bill accidentally killed a young girl and instead of owning up, he ran away. Since Bill spent so many years as a slaver, he will always call the player "Sir" or "Ma'am". This is probably because he still thinks of himself as below everyone else.
