Bannon is one of the locals of Rivet City and a member of the Rivet City council along with Harkness and Dr. Li. He's also the owner of Potomac Attire, a store in Rivet City that's various Clothing and Armor.
Bannon has a role in a minor quest called Council Seat, in the quest Bannon believes his place on the council is under threat from a man called Seagrave Holmes. Bannon wants you to break into Seagrave's home and find incriminating evidence against him. Your reward for this quest will be a Deathclaw Gauntlet Schematic.
