Anthony Ling is a resident of Tenpenny Tower, and the owner of a clothing store, "New Urban Apparel". He is very obsessive about clothing and fashion.
During the Tenpenny Tower Quest he wants the player to kill the Ghouls because he thinks they are mindless zombies. If the player attempts to convince him to allow the Ghouls as part of the peaceful solution, he requires the highest Speech skill compared to any other resident.
Another way of getting him to comply with the Ghouls is to rob his safe. Talking to him afterwards will make him say that the Tower is no longer a safe haven for him. He will then leave, making it easier to allow the Ghouls in peacefully. Alternatively, the player can murder him. Either way, you no longer need to worry about him.
