Allistair Tenpenny is the owner of Tenpenny Tower and the one who sent Mr. Burke to Megaton to find someone to blow it up. He states his reason for wanting Megaton to be blown up was because it was an eyesore in the view from his balcony. Tenpenny can usually be found on the balcony at the top of Tenpenny Tower shooting birds with his Sniper Rifle, there are no guards patroling the balcony so he can be killed at anytime and you'll recieve good Karma for doing it. Although he's not needed for any quest in the game, if he's still alive during the You Gotta Shoot 'Em in the Head quest you'll get a chance to earn some extra caps.
